The Union to Plant Churches in North Korea

¡Ü For evangelization and welfare of North Korea
¡Ü For concrete preparation of Korean churches for the reunification of Korean peninsula
¡Ü For unity of Korean churches in affairs with North Korea
The Union is established by 17 denominations, organizations and personages, December 22, 2006.
The Union is fundamentally interdenominational, except for the heresy, including all denominations, churches, organizations and personages who are interested in planting churches in North Korea.

I. Church Planting Movement in North Korea
¢À Purpose
The movement aims to plant about 15,000 churches in North Korea: 3,000 reconstructions and 12,000 new plantings. The reconstruction means to re-establishthose churches destroyed before the Korean War. This project should be accomplished within 10 years after the reunification.

* Why 15,000 churches in North Korea?
In South Korea, there are about 60 thousand churches, which is one for every 800 citizens, but 60% of those are small and non-self-supporting. In view of the special circumstances in North Korea, it is needed to plant churches in reasonable number and size, about one for every 1,500 citizens, that is, 15 thousand churches for 23 million people.

2. Recruitment of churches interested to plant churches in North Korea
1) The recruiting for the reconstruction of 3,000 destroyed churches has been completed.
2) The first round of recruiting 3,000 churches for the new church planting is now ongoing till September 2010.
3) The second round of recruiting another 3,000 churches will be held subsequently, third and fourth round will also be carried out.

¢À 3 Principles to Plant Churches
1. Principle of Cooperation
All participants, organizations and personages interested in the evangelization and welfare of North Korea should cooperate closely with each other.
2. Principle of Unity
The churches which will be planted in North Korea should belong to a single and united denomination. Theological differences could be handled by each local church. Due to the exceptional circumstances of North Korea, the unity of churches is an absolute requirement.
3. Principle of Independence
South Korean churches will help and support them during first several years, but the North Korean churches should be independent as soon as possible, not under the control of the South Korean churches. Independence consists of the self-evangelism, self-supporting and self-governing.

¢À 4 Principles in Relations with the North Korea Today
1. Principle of De-politicization.
To keep the faithful standpoint against the present North Korean government who makes everything political.
2. Principle of People
To bring the focus more on inhabitants of North Korea than on the government of North
3. Principle of Truth
To guarantee the clear and positive progress through aid, talks and appointments between South and North Korea
A special attention is needed for the transparency in the use of the aid.
4. Principle of Love
To contact North Korea not by any personal ambition or competitive spirit but by the true heart of love for the inhabitants in the North

¢À The Covenants of Planting Churches in North Korea
1. Planting churches in North Korea is an unavoidable mission of the time for the South Korean churches.
2. This task would not be deferred to the post-unification stage. Without a proper preparation before, the excessive competition and confusion would occur among South Korean churches, and the road of evangelism might be closed.
3. Problems of the different theological view and administrative processes, due to the single denomination, could be handledat the level of local churches.
4. Planting churches in North Korea requires the "Wholistic Evangelism" which includes Christian mission, education, social development, economic development, and culture. Missionaries and experts would work as a team in the linked regions.
5. Leaders of North Korean churches should be North Korean Christians, not South Koreans. South Korean churches would keep the status of the humble assistants.
6. South Korean churches would help North Korea to become a "kingdom of God" established on the foundation of Biblical values.

¢À Networking for the North Korean Affairs
1. All denominations, associations, organizations, churches and personages who are concerning North Korean affairs make actions in a network, not separately.
2. Avoid competition and excessive investment in same projects.
3. Share information and strengthen the negotiation capability toward North Korea.
4. Hold a regular "Roundtable Meeting" comprised of government officials, UPCNK and other NGOs.
II. Prayer Movement for North Korea
* For the localization and realization of North Korea Mission!
1) The broad administrative regions in North Korea would be linked with the broad administrative regions in South, same as the city, country and district units in the North with the South. Each South Korean church prays for the evangelization and welfare of their linked regions and Christians in North Korea. The regions and churches will be linked each other according to the populationthe accessibility. The ratio of population in South and North Koreais approximately 2.2 : 1 (49,194,085 : 22,369,403).
2) The head office of prayer movement for North Korea makes close relationships with Christian associations in every region of South Korea and provides the prayer manuals, information of the linked region in North, and management for the prayer gatherings.
3) Whenever a place of North Korea opens, the linked churches and organizations will visit the region, step foot on the land, and meeting the local residents. Through those activities, they can pray for them in detail, and make the concrete plan for the evangelization and welfare of them.

III. Love Movement for the Refugees from North Korea
"Refugees today, North Koreans tomorrow!"
* For the evangelization and the settlement of the refugees from North Korea. The successful settlement of the refugees depends on the successful evangelization of the refugees.

¢À To South Korean Churches:
1) The financial aid to the North Korean refugees should be carried out not because they attend the worship of the church, but in order to make them stand up for themselves.
2) South Korean churches should organize the good mentors for the North Korean refugees to be bound together by friendship, since the North Korean refugees need the affection and the intimate relationship. The affection and intimacy of South Korean churches would have a significant effect on the evangelization and settlement of the North Korean refugees.
3) South Korean churches supporting North Korean refugees at local church levels now need to cooperate with other churches or organizations for jointprojects. The supporting churches must be united, and the North Korean refugees receiving aids should also be united themselves.

¢À To South Korean Government:
1) South Korean government must make every effort for the human right and the freedom of religion in North Korea.
2) South Korean government should make an utmost effort to secure the life of the North Korean refugees wandering in foreign countries (especially in China) and for their entrance into South Korea. The government also should expand the training centers and facilities for the settlement of the refugees. It is desirable to establish the cooperative system with the Christian associationsthe civil groups to rescue the refugees and support their settlement in South Korea.
3) South Korean government need to establish a council to hold regular conferences on the issues of the unification, the policies toward North Korea, and the settlement of the North Korean refugees.
¢À To the North Korean Refugees
1) It is important to change the negative way of thinking, speech and behavior positively. South Korea is not North Korea or a third country. The true change of the mind can be achieved only through the faith of Jesus Christ.
2) North Korean refugees need some time to achieve the minds and competitiveness as South Koreans. South Korea has spent a hard time to develop their economy and society like today. North Korean refugees should try hard for quite a while for the successful settlement in South Korea. Even when the self-respect is hurt, it is better to think positively to have another opportunity to try once more. Jesus Christ will cure the wounded mind and exalt them to the worth being.
3) It is important to find an independent lifebefore asking for a help. After the recovery of the mental and physical health, it is needed to have independent will, mutual trust and cooperation. Jesus Christturn the people who need help into the people who give help. Jesus Christ is alsothe best way for the successful settlement in South Korea.

¢À 10 Projects of South Korean Churches to Take Care of the North
Korean Refugees
1) Help and plant the churches of North Korean refugees.
2) Help the North Korean refugee seminary students to be a church in North Korea in the future.
3) Support the North Korean refugee college students for some supplementary education, such as English, Chinese characters or computer, to raise them into the leaders of North Korea after reunification.
4) Take care of the North Korean refugee youth, especially for their education.
5) Take care of the organizations of the North Korean refugees, and help them to be united.
6) Support the organizations helping the North Korean refugees, domestically and internationally, making connections between them and Korean churches.
7) Take care of the families of the North Korean refugees.
8) Promote the economic independence of the North Korean refugees
9) Establish a medical system for the North Korean refugees.
10) Provide educational opportunities to have vocations for the settlement, and to be desirable citizens of a democracy.
¡Ø The most important thing is the true belief of Jesus Christ and the independent will. It is also essential to have mutual trust and cooperation. It is recommendable to follow the "Sorokdo Model," which was successful in settlement by the true faith and cooperation.
IV. Graduate School of North Korea Mission
To educate the missionaries who are devoted, faithful and determined to work in North Korea, we here established the [Graduate School of North Korea Mission], February 2009, Seoul, Korea.

1. Conditions for Entrance
1) Clergy who graduated a credited theological seminary or a theological college.
2) Layman and woman who has licenses and experiences useful for North Korea mission.
3) Refugee from North Korea who has conditions 1), 2) above and below 4).
4) Having ability to raise funds for his or her ministries.

2. Curriculum
2 years course (4 semesters) and 24 courses (24 credits)

The best experts in Korea (including foreigners) for each topic (courses)

4. Activities
1) Distribution NK missionaries to regions for work(16 broad administrative regions, 230 city and county districts).
2) Motivating regional churches for North Korea mission (visiting, lecturing, preaching, and organizing).
3) Visiting the linked region opened first in North Korea with Christians of South Korean linked region.
4) Planting a church of refugees from North Korea in linked region in South Korea.
5) Raising fund for ministries.
